The 'Sands' of Star City are located on the second-topmost level, beneath Engineering and Life-Support. Taking up half that layer of the ring to themselves, they can hold up to five clutching dragons (albeit smaller ones) at a time. Each chamber is coated with a soft, thick, moss-like substance, throughout which heating tubes and vents run. The chambers are separated by sets of fully retractable, hangar-like doors, so that if there is a particularly large clutch, there will be adequate space for it.
Seating for humanoids runs along one side of each chamber, raised above the bay floor and seperated by railings, and is essentially formed of several flat, cooler tiers of the soft substance. On the other side is a small platform, which holds a single-bedroom flat for whichever rider happens to accompany her dragoness on the sands.
The rest of the second level of this ring is taken up by candidate housing--a temporary and low-budget set of rooms that people may inhabit in the months prior to--and shortly after--a hatching. Most of these rooms are meant for humanoid and slightly larger people, though about half a dozen rooms are made up for larger creatures. They cost very little to maintain, but only come with a cot, a basic stowing drawer, a table and a chair. Bathrooms and eating spaces are shared. Any damage done to a candidate room must be repaired before the tenant moves out.
